When you are just starting out as a daycare operator, it can be hard to find those all important first customers. You lack references from other parents and have no happy children at play in your daycare to show prospective customers. But you do have a great love of children.
One thing you can do is put up flyers at places where parents and children tend to go. A good daycare is very hard to find, and there are always parents looking. Post as permitted at parks, grocery stores, doctor's offices and so forth. If there isn't an obvious community message board (and sometimes when there is), ask permission before posting.
If permitted by the city and/or homeowner's association, put a sign outside your house. You might get neighbors to leave their children with you since you're so convenient and they know you, and anyone driving by will see your sign too. Even if you live on a quiet street, remember that people will have friends and family over to visit, so it will not just be your neighbors seeing the signs.
Consider taking out a classified ad in your local newspaper. Classifieds work reasonably well for local businesses in many cases.
If you are technologically oriented, consider a website. As you get clients, you can use it to keep parents up to date on activities and events. Parents will probably feel more secure if you use a password to protect most areas of the website, but have a public area for potential customers too.
As you get customers, and eventually they leave, get written recommendations so that over time persuading new customers to leave their children with you becomes easier.
